Intro

The Tribal Consultation policy reflects the Universities of Wisconsin System’s commitment to government-to-government relationships with the Tribal Nations, including regular communication related to research, agreements, initiatives, and policies that have an impact on the tribes and individual members. The purpose of this policy is to develop strong, collaborative relationships with the sovereign Tribal Nations in Wisconsin. This policy reflects UW System’s commitment to these important government-to-government relationships by recognizing and affirming fundamental principles as they pertain to consultation and respect.

This policy applies to all University of Wisconsin System institutions who develop and engage in relationships with sovereign American Indian Tribal Nations in Wisconsin. UW-Eau Claire's Tribal Liaison represents both UW-Eau Claire and UW-Eau Claire Barron County campuses. The UWEC Tribal Consultation Policy Committee meets several times throughout the year to address issues, initiatives, and policies specific to our two campuses.

Dr. Joanne Jahnke Wegner is a historian of Early American history with an emphasis on captivity and enslavement in early New England. She teaches both halves of the American history survey as well as classes on health humanities, historical methodology, and graduate seminars. She is working on articles about Indigenous peoples, human commodification, and racial capitalism. She also serves as a mentor for undergraduate student research projects.

Tribal Consultation Policy Committee

The Tribal Consultation Policy Committee is led by UWEC’s Tribal Consultation Policy Liaison who will work closely with administrative liaisons on campus and beyond (including other UW campuses and the System Tribal Liaison). The Committee is charged with consulting on the implementation of the Tribal Consultation Policy and addressing issues that may arise on our campuses in relation to the Tribal Consultation Policy. These include, but are not limited to:
 
  • Recruitment, retention, and graduation of Native American students with a focus on students that are enrolled members or descendants of sovereign Wisconsin Tribal Nations
  • Consultation on proposed research, initiatives, agreements, and policies that may have foreseeable implications for American Indian Tribes in Wisconsin and individuals as members of a Tribe
  • Providing input and consultation on UW System proposed policies and initiatives that fall under Tribal Consultation Policy
  • Assistance in developing and establishing UWEC campus policies and initiatives in relation to the Tribal Consultation Workplan

Dr. Sturtevant is a historian of Early America with an emphasis on Indigenous history and the history of colonialism. He is writing a book about Pontiac's War, in which some Native people tried to remove the British occupiers from the Great Lakes area. He regularly teaches the methodology courses, HIST 288 and HIST 489 and has done student-faculty research.
